Regulatory Working Visit of the Medical Device Authority (MDA) to Tashkent, Uzbekistan
Tashkent, Uzbekistan, 4–6 November 2025 – The Medical Device Authority (MDA), Ministry of Health Malaysia, conducted a Regulatory Working Visit to Tashkent, Uzbekistan, with the objective of strengthening bilateral regulatory cooperation, exploring strategic partnerships, promoting trade activities and opening new market opportunities for the medical device industry in both countries, particularly in the Central Asian region.
The three-day official visit was also joined by Mr. Shahzul Jayawirawan bin Mohd Yunus, Director of the Malaysian Investment Development Authority (MIDA), Republic of Türkiye Office in Istanbul, as well as representatives from Malaysian industry players including Advance Pact Sdn. Bhd., KGS Certification Sdn. Bhd., Esmee Innovations Asia Sdn. Bhd., MELAG Sdn. Bhd., Globex Reengineering (M) Sdn. Bhd., and Kedidi Global Sdn. Bhd. Their participation aimed to explore investment prospects, establish technical collaboration, and expand the market reach of Malaysian medical device products and technologies in Uzbekistan and the surrounding region.
Day One (4 November 2025)
The Malaysian delegation began the visit by attending UzMed Expo 2025, the largest medical device and pharmaceutical exhibition in Uzbekistan. The programme included business meetings and visits to various booths featuring local industry players. This provided Malaysian representatives with a platform to strengthen network-building, facilitate technology exchange and explore potential market expansion opportunities in Uzbekistan.
In the afternoon, the delegation witnessed the signing of a Memorandum of Cooperation (MoC) between Advance Pact Sdn. Bhd. (Malaysia) and Tashkent Medical State University. The MoC covers academic and professional development, knowledge exchange, innovation and research cooperation.
Day Two (5 November 2025)
The second day commenced with a bilateral meeting between MDA and the Center for Pharmaceutical Products Safety (CPPS), during which both authorities discussed collaborative direction in medical device regulatory affairs and technical capacity-building.
The highlight of the visit was the signing of a Memorandum of Understanding (MoU) between MDA and CPPS, witnessed by both delegations. The MoU was signed by Dr. Muralitharan Paramasua, Chief Executive of MDA, and Mr. Alisher Temirov, Director of CPPS.
CPPS, the medical device regulatory authority of Uzbekistan, is a member of the Global Harmonization Working Party (GHWP) and an affiliate member of the International Medical Device Regulators Forum (IMDRF). This collaboration marks a significant step towards strengthening regulatory reliance activities and fostering closer strategic cooperation between the two regulatory authorities. With Uzbekistan’s strategic position as a gateway to Central Asia and the Commonwealth of Independent States (CIS), this initiative opens broader opportunities for Malaysian medical device companies to access rapidly developing new markets.
On the same day, the delegation also visited the Pharmaceutical Industry Development Agency at Tashkent Pharma Park, where business-to-business (B2B) meetings were held to discuss industrial collaboration and investment opportunities.
Day Three (6 November 2025)
On the final day, the delegation visited the Republican Specialized Scientific-Practical Medical Center of Oncology and Radiology, a leading referral centre for oncology and radiology in Uzbekistan, as well as Health Line LLC, a local medical device manufacturing facility supplying products to hospitals and clinics nationwide.
These visits aimed to observe healthcare service operations first-hand, while identifying potential areas for cooperation and technology exchange.
The delegation also made a courtesy visit to the Embassy of Malaysia in Tashkent to meet His Excellency Ilham Tuah Illias, Ambassador of Malaysia to Uzbekistan, to discuss bilateral cooperation prospects and strategies to promote Malaysian industry in the Central Asian region.
This working visit is expected to further strengthen bilateral ties between Malaysia and Uzbekistan in regulatory cooperation, industrial development and medical device technology advancement. Both countries will continue enhancing collaboration in regulatory affairs and advancing future initiatives in regulatory reliance.
